The NC Health and Wellness Trust Fund Commission Executive Director Position Description Raleigh, North Carolina

The NC Health and Wellness Trust Fund Commissioners seek a dynamic, motivated professional with proven management and leadership expertise, knowledge and experience with state government and the legislative process, exceptional integrity, outstanding interpersonal skills, enthusiasm, passion and commitment to the health and wellness of the citizens of North Carolina. . Created by the General Assembly in 2000 to allocate a portion of North Carolina's share of the national tobacco settlement, HWTF has invested $199 million to support preventive health initiatives and $116 million to fund prescription drug assistance programs in North Carolina. The Executive Director reports directly to and implements the policy directions established by the NC Health and Wellness Trust Fund's eighteen Commissioners and directs the activities of the HWTF staff. Executive Director's responsibilities and desired attributes include:

Professional Executive Leadership

  • Passion, vision and enthusiasm for the health and wellness of the citizens of North Carolina;
  • Extensive knowledge of current public health policies, trends and related issues;
  • Relationship builder with the various constituencies including the Commissioners, the Governor, the staff, state legislators, state, local and federal governments, nonprofit agencies, public health interests, advocacy groups, health care providers, and funders;
  • Ability to transform influential connections into action;
  • Appreciation and capitalization of the Commissioners and staff's skills and talents;
  • Exceptional and intelligent listening skills;
  • Honesty with unquestionable integrity and moral character.

Grantmaking, Strategic Initiatives and Investments

  • Designs, implements and monitors statewide health initiatives to build capacity within individual communities for local delivery of wellness programs as defined by the Commissioners;
  • Oversees the Foundation's grant making focus areas and demonstrates expertise of strategic program areas and initiatives;
  • Achieves targeted, results-oriented outcomes;
  • Collaborates with the philanthropic and nonprofit sectors;
  • Evaluates applications according to objective criteria with recommendations for funding;
  • Oversees contract negotiations including objectives and reporting requirements with grantees.

State Government and Legislative Experience

  • Oversight and coordination of North Carolina's Health Information Technology efforts;
  • Submits an annual report to the General Assembly with testimony on HWTF's accomplishments and a formal analysis of the health outcomes achieved through funding;
  • Documents performance and expenditures to satisfy the State Auditor's requirements;
  • Represents HWTF before legislative commissions on a regular basis;
  • Serves on numerous Boards and study Committees to further the mission of HWTF.

Financial, Administrative and Personnel Management

  • Expertise and oversight in financial, personnel and administrative management;
  • Prepares organizational budget for Commissioners' approval and oversees expenditures;
  • Recruits, interviews, hires and trains, and retains exceptional staff;
  • Conducts annual staff performance evaluation;
  • Supervises office operations and directs administrative functions including contracts;
  • Ensures that the staff operates and performs as a team;
  • Values, empowers, engages, elevates and is accountable to the staff and Commissioners;
  • Flexible and adaptable to change;
  • Delegates and directs staff and board to action;
  • Organized and strategic;
  • Holds staff accountable for their actions.

Commissioner Relations

  • Demonstrated experience successfully working with a board of directors;
  • Supports the Commissioners in meeting strategic goals;
  • Oversees Commissioner and staff annual planning;
  • Provides staff leadership to satisfy the vision and mission;
  • Implements the Commissioners policies and procedures;
  • Works with Commissioners to manage the Fund's programs.

Communication and Public Relations

  • Articulates and communicates HWTF's mission and vision to key constituencies;
  • Possesses intrinsic interpersonal skills and builds strong community networks;
  • Advocates for public policy benefiting health and wellness;
  • Consistent, reliable and methodical communication with the Commissioners and staff;
  • Maintains legislative contacts and participates in relevant meetings of the legislature;
  • Oversees the development and implementation of extensive media efforts to enhance the HWTF's visibility and public image;
  • Responds to inquiries from the media and articulates the Trust Fund's goals and accomplishments in the appropriate public local and national forums;
  • Publicizes the availability of Health and Wellness grants;
Desired Qualifications:
  • Bachelor's degree from an accredited college or university, advanced degree preferred;
  • Ten to fifteen years of executive level experience, public health background a plus;
  • Energetic, detailed-oriented, self-starter with proven leadership qualities;
  • Demonstrated record of successful accomplishments;
  • Knowledge of and demonstrated experience working with government and the legislative process;
  • Excellent written and verbal communication skills;
  • Available for extensive travel throughout the state.
